I think you may be over-complicating, but again i may be oversimplifying it. Just like a fighter with a BAB of 16 could get 4 attacks (5 with rapid-shot feat) with a bow, a fighter with a BAB of 16 could get 4 attacks with a repeating crossbow as long as it had enough bolts in it (baring it didn't have like 3 or 2 or 1 bolt remaining). There is no exotic feat for repeating crossbows as far as I can see. So repeating crossbows which are supposed to let you load multiple bolts or something would have no purpose anyway. Out of curiosity, why are you limiting it to 3 attacks? A repeating crossbow would let you load something like 5 bolts at once like in a magazine before reloading for a full round. A typical repeating hand crossbow magazine holds five bolts. It turns reloading a heavy Xbow into a move action (can only do it once in a round, cant move and attack, cant full-attack with it). Loading a hand crossbow is a move action that provokes attacks of opportunity. Rapid Reload only lets you use rapidshot with a hand or light crossbow (not manyshot - thats exclusively for bows, although there might be some exotic Xbow version of the feat in some splatbook or other). I think there is no mistakes here but there is always a chance i'm wrong. To reload a crossbow if there are bolts in the case is a free actionm meaning that if your BAB is high enough you can attack up to three times in a round. You won't be reloading a Repeating Hand Crossbow too often but when you do, you will have a Shootist's Bandolier to reduce the of actions necessary from 3 to 2 and when you finish reloading you can fire with a +2 circumstance bonus to damage instead of the Gunslinger's built-in +1 circumstance bonus damage. Repeating crossbows have a case on them where the bolts are stored.
